City Notes

Whether you live in Lahore, Karachi, Rawalpindi, Peshawar, or Quetta, the way your gas bill is calculated is mostly the same. The main difference is the company that serves your area. SNGPL supplies gas in Punjab, Khyber Pakhtunkhwa, Islamabad, and AJK, while SSGC serves Sindh and Balochistan.

You may notice small differences in gas charges because the GCV (Gas Calorific Value) can vary slightly between supply areas. Apart from that, the billing process and most charges work in the same way for domestic consumers.

Consumer Number, Account ID & Reference Number: What’s the Difference

When you have an SNGPL bill in front of you, you’ll see an Account ID printed near the top. Many people still call it the Consumer Number, but both refer to the same 11-digit number. SSGC customers use a 10-digit Customer Number instead. A Reference Number is different — it’s only used to track a payment and won’t help you open your bill online.

This is one of the most common reasons people can’t find their bill online. They enter the Reference Number from an old payment receipt instead of the Consumer Number or Account ID. The website isn’t the problem it’s simply the wrong number.

This happens quite often: someone in Lahore tries a sui gas bill online check by reference number from a bank receipt instead of the Consumer Number, gets an error, and thinks the website isn’t working. Usually the portal is fine — the Reference Number was entered by mistake.

Protected vs Non-Protected Consumers: Why This Category Decides Half Your Bill

Every home gas connection in Pakistan is placed in either the Protected or Non-Protected category. Your category plays a big role in how much you pay each month. If your fixed charges suddenly increased after winter, your category probably changed.

  • Protected Consumer: your winter gas usage stays at or below 0.9 hm³. You pay lower fixed charges and use the protected tariff slabs.
  • Non-Protected Consumer: your winter gas usage went above 0.9 hm³. This usually means higher fixed charges and higher tariff rates.

The confusing part: your winter usage can affect bills received months later. Your gas usage during winter decides your category, but that category can affect your bill for months. That’s why someone who used more gas in December may still pay higher fixed charges in April.

Every Charge on Your Bill Explained

Your sui gas bill includes more than just the cost of the gas you used. Some charges stay the same every month, while others change depending on your usage or billing history. Look at the “Current Charges” box on your bill the items listed there usually include the following:

Gas Charges

Payment for the gas you actually used, calculated in MMBTU (million British thermal units) and worked out using GCV (Gross Calorific Value), which shifts slightly by area.

Meter Rent

A separate small line from fixed charges, covering the meter itself.

Fixed Charges

Set by your protected/non-protected status, as covered above.

Tariff Slabs

Usage isn’t billed at a single flat rate. Cross into a higher slab and only the portion above that threshold gets the new rate though most tariffs include a “previous slab benefit,” so part of your usage still gets the cheaper rate even after you’ve moved up a bracket. A typical protected domestic slab table looks like this:

GIDC (Gas Infrastructure Development Cess)

A government charge under Pakistan’s GIDC Act, 2015 (originally introduced in 2011). It funds gas infrastructure projects, but applies mainly to industrial and commercial consumers like fertilizer plants, CNG stations, and power producers. Even if you’re an ordinary domestic consumer, don’t be surprised if you never see it on your bill at all.

FPA (Fuel Price Adjustment)

The one item that moves your bill month to month even when your usage barely changes. It tracks shifts in international fuel costs and Pakistan’s gas supply mix, changed from time to time by OGRA and the Petroleum Division. Compare two months of near identical usage with different totals, and FPA is usually the answer.

GST

18% on the combined total of gas charges and fixed charges. Gas charges plus fixed charges (meter rent) at Rs. 2,000 means GST adds Rs. 360, bringing that portion to Rs. 2,360 before arrears or surcharges.

Provisional Bill Adjustment / Rebate-Adjustment

Corrections added from an earlier bill based on an earlier estimated reading, applied either up or down.

Security Deposit

A one-time amount held against your connection. Usually shows as zero on your monthly bill unless it’s being adjusted.

Arrears/Aging & Late Payment Surcharge

Last month’s unpaid balance, or occasionally a credit if you overpaid, shown as a negative figure. The Late Payment Surcharge only applies if the previous bill was paid after its due date.

Good to know: every rate on this list slab thresholds, fixed-charge tiers is set by OGRA, the Oil and Gas Regulatory Authority. SNGPL and SSGC collect the money; they don’t decide the rates. A complaint about the tariff belongs with OGRA, not your local billing office.

Why Is My Bill Higher Than Last Month?

A higher gas bill doesn’t always mean there’s a mistake. In most cases, one of the reasons below explains the increase.

You crossed into Non-Protected status

If your home moved into the Non-Protected category after winter, your fixed charges can stay higher for several months. Many people notice the increase but don’t realise their category has changed.

The bill is based on an estimated reading

If the meter reader couldn’t reach your meter, your bill may be based on an estimated reading instead of the actual one. Once the next reading is taken, the amount is usually adjusted automatically.

Your usage moved into a higher tariff slab

Using more gas, especially during winter, can move part of your usage into a higher tariff slab. When that happens, some of your gas is charged at a higher rate.

There are unpaid charges from an earlier bill

If a previous bill wasn’t paid in full, the remaining amount is added to your current bill. A late payment surcharge may also apply.

The meter reading needs to be checked

If the reading looks unusual compared with your earlier bills, your gas company may inspect the meter before making any correction.

Some government charges may apply to specific consumer categories, but they do not appear on every domestic bill. Always check the charges printed on your own bill.

Can You Check Your Bill By Name?

Not directly. Both SNGPL and SSGC portals use your Account ID or Customer Number to find your bill, not your name or CNIC. This helps keep customer information secure.

If you don’t have your Account ID or Customer Number, call the SNGPL Helpline (1199) or the SSGC helpline with your name, address, and CNIC. They’ll help you find the correct number so you can check your bill online.

Duplicate Bill Explained
